Changes in release:
* Migrate DiscApp notifier project into main DiscApp project
* Thread delete button stops working if check box is clicked to disable future alerts from site.
* Add notification stats to site admin section
* SiteAdmin section - Add function to process subscriptions manually when internal notifier service is used
* Database creation scripts need to be updated


This release marks the start of the notifier service being integrated into the main server code instead of being its own stand alone service. The code was also improved a bit during the migration. I would have preferred keeping the notifier service separate but the cards didn't seem to fall in a way where that wouldn't be a headache or costly.

All future notification service changes will be a regular DiscApp release instead of its own separate release.
