What makes you think Wyatt was not walking towards Morgan when the Latter was shot? According to Wyatt's testimony he knew Billy was armed and firing.
I believe that Virgil may have fired at Ike as you state, meanwhile Wyatt turned his attention to where the other shots were coming from seeing that as the main threat.

Billy could have fallen facing FLY's Lodging home, placing his gun on his knee to fire towards Morgan. It is a more natural firing position.

Thus, when Morgan goes down Wyatt from the corner of the Fly's has a dead-on center shot at Billy
The 3 empty cartridges were A. the one Billy fired originally at Wyatt. B. the one that felled Morgan and the third which either hit Doc or went into the air.
